deutsch1997bw Posted January 5, 2018 Posted January 5, 2018 To my knowledge, such programs don't exist. Sure, those holding an MA may be able to bypass a couple of PhD course requirements, but this is very program-dependent.

diter91 Posted January 6, 2018 Posted January 6, 2018 Your best chance at this is UK. Most programs 3-4 years (limited coursework). You must already have a research agenda and be in contact with potential advisors prior to deadline for these schools (which is much different from North American programs).
