Any accelerated track PhDs with such a track for holders of an M.A. in International Affairs or related disciplines?

To my knowledge, such programs don't exist. Sure, those holding an MA may be able to bypass a couple of PhD course requirements, but this is very program-dependent.

If you don't want to do the coursework component, get a PhD in a country where PhDs don't have one.

Your best chance at this is UK. Most programs 3-4 years (limited coursework). You must already have a research agenda and be in contact with potential advisors prior to deadline for these schools (which is much different from North American programs).
