From my experience, they usually put up the dates and the form to register for it in the summer, around late July. 
Most PhD programs are phasing out the subject test thankfully. Most DGS tell me those scores are less significant now.

I am. I created a thread specifically for the CUNY Grad Center. It's my top choice. A lot of the admitted applicants there haven't made a final decision yet. Fingers crossed.   

I declined my offer from the GC a couple of weeks ago. I hope good news reaches you soon. Good Luck

I just created one (credit to your idea). Only time will tell if people actually use it, but it seems like a really good idea. 

I tried to post this yesterday but I think the site was down. Happy late Valentine's Day to all ye GC dreamers and romantics! I hope your day was full of things you love, whether a person or a pizza or a poem that fills up your tired, anxious heart. In times like this, it's so important to take care of yourself and pause to recognize all the wonderful things in your life. Yesterday I thought a lot about the ways poetry and literature engender empathy and love. That everyone on this forum wants to dedicate their life to the study of it speaks volumes about your character and I'm proud to know you all. 
In recognition of love day, a favorite Poe quote of mine:

I've been waitlisted at the CUNY Grad Center. Found out yesterday. 306 people sent packages! I'm a Victorianist! So close! I'll be going to the Open House on March 17th.
Typically, they only extend offers to about 20, but I was told 25 yesterday for this admissions cycle. 
The portal does not update for those waitlisted. It didn't for me at least.
 
There are MAs at CUNY, but for other programs. You can get an en-route MA in the program.

Well, if I'm ultimately rejected, I'm really glad I got to use a fee waiver.  CUNY was the most expensive application.
