Yes, but easy with the language of "negotiate". Make a polite request. If it's really the case, indicate that this might influence your decision. But understand that faculty will be bemused at the notion of you making a huge life/career decision for what is at most going to be a couple of thousand dollars per year. Granted that's a lot of money to a grad student on a poverty wage, but to negotiate successfully you have to put yourself in the other person's shoes so ask yourself what would make a persuasive case.
I beg to differ. I agree that treading carefully, being polite, and understanding that the person you are talking to may not be in a position to make such decision is important. But let's be real. This is a market place. And while it sucks, money is important--for EVERYONE. The faculty member you talk to is not paid by candies and nuts. Chances are that he also negotiated his current position. That doesn't mean they will be ready to negotiate and improve their offers, but even if they can't do anything, they'll understand, and won't look down on you for trying to get a better offer. Everyone wants better salaries, better conditions. There's no shame in it. PhD students are human beings too.

This is basically a question for anyone: my application status for UMD changed from Under Departmental Review to Under Graduate School Review. Is this a positive sign, since doesn't the department send it off to the graduate school to make sure all the i's are dotted and the T's are crossed? Or am I reading too much into this?

Yeah same here. It's probably a rejection. The entries on the results page tell us that acceptances were sent out on Friday

I know that a batch of rejections have gone out a few weeks ago. I am curious if they are doing it based on subfield or what

I have a friend in the program who told me that all remaining decisions would go out mid-March (he went to the office and asked today). I'm IR subfield, though. So, not sure the subfields of the announcements already put up.

I received an admission email from Pitt on Feb. 9th (with letter attached). According to the Results Search, it seems Pitt officially notifies their waitlisters rather than silently waitlisting applicants. So I am not sure what they'll do with those who haven't heard yet. But it's a bit odd for Pitt this year though, because it seems they notified rejections pretty soon after notifying acceptances and waitlists in recent years. Maybe they are still deciding? Not sure, and who knows...
Are you planning to accept the offer? If not, it'd be really awesome if you could reject it asap for us poor souls on the waitlist.

Has anyone heard back from Hopkins or have any idea when they might release results?
I recieved an e-mail this morning telling me that two of my letters were missing even though my referees said they submitted them (that's also what it said on the applyyourself page). But I had to send them again, which tells me that they are just starting to review the apps. But have no idea how long this would take. maybe a week or shorter?

Then you're not thinking hard enough. Oftentimes the department makes a decision but the graduate admissions office then must process that decision and send out letters. This can take a week even because they are processing other departments' information as well. Additionally, there are reasons why a department or graduate office may not want to give you a response even though there is a 99% they have made their final decision, e.g. to create an unofficial wait list, they're just busy at the time, etc.

I agree!! Here's the email I got back after asking about my application status. Very polite:;
"Thanks for your query. We are still in the process of selecting our in-coming
grad class. This process can take some time. We should have final decisions
about all applicants by mid to late-March. I will be back in touch as soon as
I know anything more."
Assholes.

It's so frustrating. Why wouldn't they send out acceptances, wait lists-rejections together?

Has everyone heard from Penn State Political Science? I see that some people have got acceptances, but no rejections yet. Do you know if all the decisions have been made? I contacted the DGS and he said "we are still in the admissions process". Does that mean there's still hope of at least being wait-listed? Do you know if they have an "unofficial waitlist"? Or should I presume that I am rejected?

Same here. But their understanding of "top" is I think a little different then ours. For them, it's everyone on the waitlist.
