Yes, I am trying not to get too excited yet. Not being one of a few rejections is different from not being one of a few acceptances since the vast majority of applicants are rejected.
Going to go ahead and opine that this is freaking rude and entitled as hell on the part of the school and that he should by no means encourage it by reapplying.
Sorry to all about the Notre Dame rejections. They appear to have skipped me somehow, but I'm sure they will join all the other schools that dislike me soon enough.

Disagree entirely. There are other paths in this life. If the discipline doesn't want you, who needs them? Smart people should not be spending yet another year trying to read the mercurial minds of aging admissions committees in the hopes of getting $25,000 stipends leading to job market insecurity.
How seriously should I take "implicit rejections"? E.g. (at the moment): Pitt, Toronto, USC, Rutgers, Virginia, Harvard. That's half of the schools I haven't heard back from.
