If there is any possibility of doing so, I think it might be a good idea to wait, study, and take the IELTS again with the goal of getting a 7. You're so close already! Of course, admissions are competitive enough at top programs that I would also understand if you decided it wasn't worth the risk. If you do get the 7, I second Holly Case at Brown and would also suggest Eleonory Gilburd and possibly Tara Zahra at UChicago.

Hi, yes, that was me! PM me if you need specific POI information; it's a little complicated, I don't really want to post it here, and I think it may also not be relevant. I actually got the email from a professor within the same subfield whom I had not mentioned in my SOP. I study (late) modern European history. Edited to add: This professor's work is so relevant to my interests that I really probably should have mentioned it, though, so I don't know that it's possible to read much into any of this.
