I wouldn't worry about it then. You're good. It's likely the next class (2021) that will be affected if there are any issues with COVID-19 (budget problems, etc). Schools that take too many students one year for their budget tend to take less students the next year.

So far I only heard of 2 universities in Chicago and 1 school in Louisiana that has rescinded offers for prospective Fall 2020 students. Extremely small schools though, I would not worry about it

Did they acknowledge the acceptance of your offer? If so, then it would be much harder for them to back out unless they otherwise found fraud in your application.

I think it's really nice of you to consider declining your existing offers, given that you have an admission you are set for. If you have 4-5 or more offers you could consider narrowing it down to 2-3 of your top choices and wait until you get a confirmation from your top choice that you are comfortable with.
As someone who was waitlisted myself, I can say that as much as it would help other people a lot if you decline your other offers, you worked this hard to get yourself to where you are and its well within your rights to hold on to your other offers until the end (April 14-15) if that makes you more comfortable.

I really don't think so, that's really unheard of. Even though they might be legally allowed to do that, at the postgraduate research level people are aware that the communities are very small, everyone knows each other and the ethical backlash of this would be huge. I think they would be more likely to not make further offers and/or reduce the cohort size for the upcoming year, than to take back the offers they already sent out.
Having said that, I don't want to cause you concern but if you haven't received an official confirmation of funding, but only received an admission, that might be something you might have to worry about. Then again, I think they would make their funding arrangements for further offers, not existing ones.

I had interviews and, so far, got no response.
The interviews went well (at least that what they said), so I guess that they just did not send decisions yet.

Since it's not a long visit, and it will be cold in New York this time of year, I would suggest doing business casual! A nice shirt and nice slacks, or dark jeans should be fine. A lot of the time, it will be covered by a jacket or coat anyway. 
On my interview weekends, they weren't as concerned with clothes as long as you presented yourself well in general. It's not a job interview, and not everyone has the cash for a suit, so as long as the clothes fit you well and don't have major issues, you should be fine.

It's just that tuition fee is up to 3 times more for international students compared to in-state/American students, hence it's harder to find funding that would support an international student. If you didn't get any scholarship/fellowship, then Principal Investigator has to agree to take you on and pay your tuition, stipend etc.

Well then you'll have to look up that Treaty and see what it says (google "tax treaty US [your country's name] F1 student" or something like that). For instance, the US-China tax treaty says that Chinese nationals studying in the US with <$5,000 annual income are exempt from federal taxation. The Treaty between the US and your country could be something wildly different (these things are negotiated individually between each pair of countries, as I understand it).
You'll also have to figure out your "tax residency" status (which is a separate concept from being a "US citizen/permanent resident/alien"). This is rather easy: if this is your first time studying in the US on a F1 visa, you're likely a "tax non-resident". If I remember correctly, without a tax treaty, income exceeding tuition for F1 tax non-residents is taxed at a flat rate of 14%. If your country has a tax Treaty, that usually means you get taxed less, so you should have >86% of your stipend free to spend after taxes. Again, exactly how much depends on what that specific Treaty says.
Note that most US universities do not withhold taxes for PhD candidates receiving a stipend, so you'll have to budget that yourself, pay quarterly taxes on your own, and remeber to not spend every dollar you receive in the bank account.
