So many things have not been following previous years' patterns. I feel as if it's a particularly tricky year in which universities are juggling an elevated number of applications against a diminished number of spots, alongside all the consequences that come with budget cuts. Who knows? Maybe they're emphasizing master's students because they're "less expensive" than PhD candidates. According to the responses on this website, several PhD applicants to USC have been forwarded to their MA, and more so than in previous rounds.
