We have had a lot of bomb blasts in New Delhi over the past few years. If we get scared and let it affect our lives too much, then the terrorists win.

The housing outside (graduate commons) and the rent ranges discussed throughout this thread seem very high compared to the residence halls.
a room in the residence halls is in the range of $6300-8,000 for the academic year. As low as $700. and yes i would like to be close otherwise there is the danger that i may not make it to the classes/school in winters!

Can you tell if any of these schools are known to place less emphasis on undergrad and grad grades? Grades are the major weakness in my record.

I have a GPA of around 2-2.5. in equally bad in both undergrad (commerce, business, accounting) and Masters (Economics). I have a decent GRE score of above 1400, quant - 720-800 and verbal 700-800. Final score will be available in mid-november.
I am interested in pursuing a PhD in public policy. Can anyone kindly suggest point to me the kind of universities that I should target? I am planning to apply to the top schools like HKS, Goldman
I will need full funding... Any advice will be highly appreciated.
