I think it's a good e-mail, but I would leave out "(hopefully good)" as you come off a bit desperate. We all are obviously, but it's good to leave personal wishes out of e-mails. Also, I would change "please tell me" to "please let me know".
And yes, I would tell him that although you would value receiving funding from the university, you can also make alternative arrangements to receive financial support from your country.
