What is the EXACT time deadline for April 15th

So I’m sure this is may be a stupid/silly question and may not matter at all but when a program says the deadline to accept is April 15th is that right before midnight on April 15th their time or would it be by 5pm or by midnight on April 15th wherever you currently are? Thanks in advance!

This is a guess, but most likely at close of business on the 15th.

I think it depends in part if you have a mail-in deadline or one you can accept online. One of my programs had a mail-in one and it had to be postmarked by the 14th, since the post office is closed Sunday. I would assume for online ones it is 11:59 p.m.

I know that a couple of my programs asked for our decisions by noon on the 15th
