In-state vs Out-of-state confusion

Unlike undergrad, do some grad programs only cost one set price and do not differentiate between in-state and out-of-state? I've been trying to figure out the cost of schools I'm looking at and while many schools still list two different prices for in- and out-of-state students, I've noticed that a lot of schools only list one price for tuition. Is that what it means?

My school had in state versus out of state tuition even for graduate school, however my school had the ability to apply for instate tuition if you were able to establish residency at least six months so see if the school you are looking at do the same thing!

I go to a private school so tuition is the same. The thing that was a surprise to me was that our grad program is a flat rate. So if for some reason you don't need to take a class you still pay the same amount, or if you decide to write a thesis and take the thesis class, you pay the same amount. Idk, I thought it was surprising after paying per credit in undergrad.
