This is what they say on their website.

And read under "Choosing a program". I don't think it's completely forbidden, but they (OISE APHD) seem to discourage it. 

Can't say if this only applies to them or to other programs in Canada as well. Hope this helps! 

Edit - just wanted to clarify that they discourage applicants to apply to multiple programs within APHD, not to other programs in Canada.
