This whole process has actually strengthened my conviction that a good sense of humor is one of the most important "tools" you can equip yourself with. I think an editorial outlining their generosity and willingness to step up in this tough financial time is an excellent idea.

I'm not an applicant so this thing doesn't really affect me (plus I'm poli sci). However, it does seem that Mellon has attempted to do grad students a solid within their funding mandate. From my quick glance through these materials: The fellowship consists of a one-time payment of about 40% of the total amount for travel and first three months' maintenance, with the rest to be disbursed every three months or so. I cannot figure out how they calculated the fellowship amount. It might be a combination of expenses plus maintenance allowance; it might be standard amount by region, number of dependents, whatever; or it might be a percentage (nearly 100%) of the maintenance allowance. Health insurance is paid separately directly to the insurer.

Did they use one of those forever first class stamps, or was the letter metered with a pitney bowes franking machine? Pretty much as described by Fawcett. I asked the clerk at the PO if he knew how many stamps I needed, and he said in very broken English (obviously this was one of the only phrases he knew) "No stamp. I have franking machine." My school sent in my materials, but I was told they weren't considering people who already had other grants. Unfair for me, but pretty fair in the grand scheme of things. Given that IIE is administering the program for the Mellon Foundation, they would certainly know if you received a Fulbright. And, since you can't accept both and most people with Fulbrights have already booked their tickets, presumably those applicants would be eliminated from consideration.
