I would also note that I tried to turn them down via email, was told I had to mail in my non-acceptance of their non-acceptance, and then realized that they did not provide return postage! So basically, "Thank you for your application fee. We have, in turn, accepted you to our cash cow of a consolation program. Oh yeah, and could you give us a couple quarters?"

OK, so I saw this thread and thought that was ridiculous - and then today I get an acceptance letter from UMass-Boston congratulating me on my admission, and oh by the way, asking me to submit a $250 nonrefundable deposit to the Graduate School ASAP. I also got an email, subject line "Missing Enrollment Requirements," asking me to pay my $250! Just totally ridiculous.

But it is a program we didn't apply to! Do we even legally have to tell them anything? I'm just going to send an email and ignore any other emails from them giving me more instructions.

I think you should e-mail them AND include the photo so they know that their package came postage due. This is a case where I wouldn't worry about burning any academic bridges-- like you said, it's a program you didn't apply for.
