Well, it bothers me that the April 15th deadline has passed and I have not heard from them since I applied. I'm in the same boat as you. I called them and they told me that the application was looked at, but they absolutely refused to give me any info either through phone or email. So yeah, I'm calling it a rejection.

But I think that a rejection on time would have been better than this.

Now the April 15th deadline has passed and I suppose that by now I can be sure I was not admitted. I suppose that you have your reasons for that, specially with so many applicants. Nonetheless, it is very dissapointing for me to not even receive a formal refusal by email. I expected more from your Department when I decided to apply. At least because I payed my application fee. I think my application fee earned me, at the very least, a rejection letter! Also, on paper and addressed to me, not "Dear Applicant". pelevinfan 1

I received a wait-list letter from a school (not Penn State) that reversed my first and last name, and spelled my first name wrong. I immediately emailed the school and took myself off the wait-list out of spite (and the fact that I received an acceptance from a more preferred program already).
