I am an international student, with Bachelor and Master's degrees in Mathematics, now applying for PhD in Industrial Engineering and Operation research. I have got positive feedback from Purdue(IE), Lehigh(IE) and also admitted by NC State(OR). 

I am struggling which one to choose. Any ideas and comments?

Any help will be appreciated!

Have you looked at the funding packages? The research you would be doing in each place? The placement record of each program? Without knowing how you fit in with the research done at each university, it's hard to comment on which you should choose.

Purdue by a mile, unless the other schools give you significantly better funding. Unless your adviser at one of the other schools would be far more influential and your research fit there is superior or the other institutes are better for your very specific research topic (Purdue is generally better for most Industrial Engineering, but that isn't always the case).
