Yes, they did say by ending of February, offers would begin.

Hello, For USASK, on the website, it said they would start sending responses ending of February. I found this quite confusing since the deadline for the program was February 28th.

I am also waiting to hear from SFU. I waa informed (if I can quite remember that between March and April, we should hear a response. Normally, they would email to inform you.
