It's not an issue of prerequisites per se but that you, as a candidate, enrolled in a bunch of graduate classes and then did not complete them. Most graduate programs have great concerns about the ability of applicants to complete a PhD program because they tend to be rigorous and quite a commitment (compared to other degrees). By enrolling in an MA program then not completing it, you are demonstrating to them that you might not be able to complete a PhD program, especially when these classes are in the semester immediately before the PhD program begins (disregarding summer).
I'm not saying that they will for sure rescind an acceptance just that it is a possibility and might not be worth the risk, especially if there's no real valid explanation for it (but you may have one). They generally look at transcripts to verify you've completed the degrees you said you have and may look at the individual course-work. In your case, it is probably going to be assumed you'd complete the MA when they evaluate you as an applicant (not to meet prerequisites but for general suitability).

Got a letter from Ottawa school of social science and I was granted a merit scholarship of 11k, plus gspia 12k, I guess I have to accept gspia. Good luck to all! And start to learn French abc...

Canada’s IR scholars were asked which three doctoral programs in Canada they would recommend for an academic career either in political science or international relations:
The big three remain quite dominant, each listed at a far greater rate than the others. These three programs are generally the most “American” in terms of outlooks, methodology and past hiring practices — more quantitative, less focused on “critical” security studies, and more willing to hire Americans. The rest were mentioned by four percent of the respondents or less in 2018.
(To be clear, some of the institutions, such as the Carleton and Ottawa entries, like last time, may refer to multiple programs, as respondents usually did not distinguish between political science, international affairs and other programs. For the rankings, the survey did not prompt respondents about names of programs — they filled in whatever answers they chose. I then combined the answers for those places where there is more than one program. For PhDs, some schools in Canada have multiple programs, so we listed by school. For MA programs, most programs have distinctive names that respondents listed.)
We did ask new questions about what IR scholars are telling students who are thinking of applying for PhD programs. Fifty-four percent would encourage only the “very best students” to pursue a PhD, 13 percent would encourage students not to pursue a PhD, and 29 percent would neither encourage nor discourage. Four percent would choose otherwise. Definitely not a very encouraging environment, which shows that professors are well aware that the pursuit of an academic position in IR these days is quite difficult. When asked if they would recommend students pursue a PhD in the United States rather than in Canada, 39 percent said yes, 25 percent said no, and the rest were uncertain. This is interesting given the somewhat widely held beliefthat having an American PhD makes one more competitive.
Like last time, the survey also asked Canada’s IR scholars which MA programs they would recommend for those seeking a career in policy. Again, the results did not change much:

Some info from gspia administrators to share,
    - coop is optional to register, no credits, but if done, must take 2 terms
    - French Language course will be offered in fall, must attend, the master course taught in French only needs French in listening and presentation, English can be used in all written parts.

Yes, it says so on their website here. This requirement is what prevented me from applying to GPSIA, so I applied to SIDG instead. Anyways, under Language it reads:
"All applicants must be able to understand speak and write proficiently either English or French and have a passive knowledge (ability to understand the spoken and written word) of the other language. Applicants whose first language is neither English nor French must provide proof of proficiency in one or the other. The list of acceptable proofs is indicated in the “Admission” section of the general regulations in effect for graduate studies."
According to this Grad Cafe thread last year, you have to take at least one course in French to complete your degree requirement for GPSIA. That means reading, writing and being taught in French. Same thread says that students are required to have a passive knowledge of French prior to admission, and can be advanced throughout their degree. Though, the challenge is being advanced enough to write and read in French.

Correct. It is also worth taking into consideration that the MRP is a 60 page paper that must be completed by the end of the 10 month program. You may be hard pressed for time given other courses and potential coop.

Not necessarily. I know a girl who completed her MPA at Ryerson and is now pursuing her PhD in Political Science and Comparative Public Policy.

Imagine having 3 degrees from the same university lol.. your undergrad, masters and PhD. Or both of your graduate degrees from the same university, apparently it doesn't look good when applying to academic positions, and this is what many profs have told me in the past. I think it's also because connections have been built already, and possibly the inability to adapt to different environments where grading, and teaching is very different.

Congratulations...Queens told me this morning that successful applicants (for the MA program in political studies) would be notified in the next 'few days'...so here goes....
Waterloo BSIA has an open house on the 15th of March.  I thought it was curious to get an invite to the open house...when my application is still pending..but perhaps I am reading too much into it..

I think for PhD, research or intern experience is more important. Gpa is also vital. Munk is more of a professional program
