Yes you can! I was waiting until a week or two past the deadline on one LOR (Grrr, still makes me annoyed). If I hadn't submitted ahead of time I would have been screwed.

If the LOR arnt submitted but you submit your application anyway can it still get verified? This process is so confusing!!

You have to have at least two LORs submitted for them to start verification. But you can definitely submit your application, and then as soon as your references come in, they'll start the process!

Mine got verified without the recomendation letters.
