I'm applying for the first time this year (directly to NSERC) and I was under the impression we would get an email even if we get rejected. Due to my intended PhD supervisor leaving for a school in another country and my inability to follow him, I am now an extremely late applicant to Queen's and UOIT. I don't even have an official offer yet from Queen's. But, if I had external funding.... I think it would boost my chances significantly. Good point, I think different people have estimated "17 weeks" differently, but most unis websites say that results come out late march. I was also forwarded on November 23rd this year, but was forwarded on November 27th last year, when they released the results on March 28th at around 2:30 pm EST (at least that's when I got the email). So here's hoping that the results will be released in the next hour? If not, they're taking longer than last year (which was also longer than the year before apparently) so who knows.
