Gotcha. I'd say you made the right call IMO. I didn't know SAFLI was more structured, my Boren proposal was literally so flexible I could start it any Monday of any month between the beginning and end of the window for this cycle.

SAFLI Boren can't be moved to Fall and Spring, or Fall, Spring andd then the following summer instead of the preceding summer? Ask the Boren people about it before you decide. I was awarded Boren and CLS and so my Boren just won't start until August. Once you are accepted into a Boren program, if there is any room for flexibility regarding other awards or responsibilities they are good about working with you to the extent that your particular Boren allows. Lots and lots of people adjust their Boren after being awarded the fellowship. Your acceptance to Boren is more about the total package you sent in than just your choice of program and where to study. That's the most malleable part really.

Haha, well I only have one week left to do basically all of whatever remains for my last semester here. So I wish I had any amount of time to be too excited to work. I'll do that in a couple of weeks when my work is done and I come home from D.C.

I can't say honestly but I can tell you this. The deadline for first round acceptance is May 1st for getting in the documentation. They should know who the first drop outs from the initial acceptance group then.

Oh I'm not in my early 40s..... but props to your dad I have some faculty at my college and some connections at the agencies and organizations I'd like to work for that I need to reach out and see what they think about delaying another year before going back to work. Better to have the choice than not though, so I'm glad that whatever it was they liked about my application was positively received.

Dunno, My point was just that I'd have looked around in the data people put in the previous years for an answer if you were curious oh... a month ago. Odds are decent we know who all the recipients are in 5 days-ish though so... just doesn't seem like a long enough time to be at all concerned in your case. Don't worry yourself about it is my point, tempus very much fugit. Edit: So I went ahead and looked at the data from last year (the only year that is relevant anymore since budget emails are no longer an early indicator of acceptance) and everyone who reported their experience (accept, reject, alternate) got the budget update emails. Everyone. SO.... there is, based on what we know, no conclusion whatsoever we can make about you not receiving the e-mail. I can maybe take a wild guess though.... you did receive the email, it's in your spam folder or you gave them an alternate email and it went there. OR.... this is the twilight zone and we are all in very serious trouble. You can call them and ask btw, dunno where you'll get won't be any more in the dark either way.

Short answer is since you are Canadian the side of Fulbright that brings you to the US is the one you can apply for. The side that sends Americans out to the rest of the world is specifically for US Citizens.

I've considered applying for a Fulbright next year as an at large candidate, I'll have finished my masters degree here in about a month. I have given some thought to what and where I want to study, though I won't be accepted at any of the locations that I could use Mandarin Chinese (only language I speak other than English). I've spent and will spend again this year sufficient time in China that Taiwan, China, HK, and Macau will all automatically eliminate my application. I thought about Singapore or some other SE location where Mandarin (or some quick study of the local dominant language) would be useful, like Indonesia or Malaysia. Funding has definitely been impacted for next year's cycle however, but I suppose the surest way to get denied is to never apply. Still on the fence about the whole process.

The bandaid is ripped off pretty quickly with this one, the email you are waiting on tells you if you are out, an alternate, or a recipient.

Yeah, I'll second the response above me. I know someone who is actively trying to dodge his Boren NSEP scholarship responsibility without paying it off. He doesn't tell them that of course, I'm surprised he's dumb enough to tell his classmates. He did however get a very similar answer but it was way higher than 30. If you could get out of it after only applying to 30 federal positions, the NSEP thing would just be a total joke. (Well, not surprised.... more... well, something other than surprise.)

So this is already answered in the thread twice, but nothing to do with budget updates is an indication that you are finalist anymore. They caught onto that. Many people received either one or both budget emails last year and still did not get the fellowship. It used to be the case yes, but it was soundly disproven that any of that meant anything last year and now they make a point of telling you in those emails that everyone gets the first one and the second one just means you were.... unclear. The national level panel that receives the regional recommendations is only now in the process of choosing finalists etc. They may be in the later stages of that process, but that is currently ongoing. According to the nameless Boren phone answerer that fields questions anyway.
