  1. For industry MEng and MS is treated the same. There are schools which MEng is 2 years program and MS is 1 years (for example Harvard); so recruiters cannot know which is which unless they spend the time doing the homework (which they don't). Once you get an interview it's the performance on the interview that matters. At least in software industry, masters (sometimes even PhD's) are hired to do the same job as a bachelor, you might get 5k ~ 10k more in annual salary but that is it. So I think for job perspective those 2 are really the same.
  2. Speaking as some who grow up on the Equatorial line and went undergrad in UM, Michigan winter is not THAT bad. You just spend most time inside, just like the summer in TX. UM's CS program is also top ranked and has huge alumni network that opens doors in big tech firms.
  3. You can accept an offer and later withdraw. Just do it as early as possible (so people in the waitlist can get a chance).
