I was recently accepted into this program for Fall 2017. It says on their website that scholarships range from $250-$1,000 per course and that each course costs $4,100. I haven't received any information about that yet, but because it is a program designed for working professionals it does not have a traditional doctoral funding package. I have been in education for six years and already have two graduate degrees, along with administrator certification. I view this program as a vehicle to conduct practice-based research on the front lines of education and enhance a resume I have already worked hard on. I don't think it will change my career path, but it might help accelerate it. Others may view it differently, but I applied with those considerations in mind.
