I still haven't heard from Oxford regarding the college. I have strong reasons to believe it will be St Antony's. I will see how it goes but I am pretty excited about the States.

You know what is at stake. A great programme that will let you specialise in what you want vs. a more famous university. I don't think you can go wrong either way, to be honest. Personally, I would go for Georgetown for name recognition.

It is exactly what they say it is - reevaluation. You application will be evaluated against all applications submitted for the second Oxford deadline. I don't remember exact dates but second-deadline decisions are delivered somewhere in late March. It is not a soft rejection at all (they could have rejected it but they chose not to - probably they liked it but for some reason they couldn't admit it with the first-deadline admits). Basically, think of it as if you applied for the second deadline (as if you only filed your application in January). Your chances now are as equal as for those who applied in January. All the best to you!

Agreed. Moreover, some schools even notify admitted students in the same field at different times. One of my schools notified me of acceptance a week after another candidate in the same field (same advisor, same funding).

For how long? Ok. A question: is it actually possible to finish in five years? Are there people who pull it off?

Your stats are good. Those kind of stats can get you anywhere really. What matters at this stage is your 'fit' with the school. I am not in your field so I cannot even suggest the schools you should be looking at. You need to, first, outline what your very specific academic interests are. Then, find the faculty who specialises in that kind of stuff. Through them, you will have a list of schools you should be applying to. But your stats are good! So it's all about SOP now.
