I have not yet heard. Everyone else here who's applied has. This is making me very anxious.

Update on Oregon (from DGS): "We have indeed notified individuals who were accepted to our PhD program and who are on our wait list. You will be notified about the status of your application shortly."

Georgetown: ~2 weeks
 
Toronto HPS: early March to mid-March; will be taking internationals
 
McGill & Penn: No answer via phone; emailed. 
 
U Conn: Secretary didn't have any info; emailed DGS. 
 
Sorry, I know this is probably not very helpful. I'll get back to you with what I hear back over email.

@jacbarcan: Yes, I checked for philosophy yesterday. They said:

General admissions have not been released yet, and they will not be released until the end of February. I asked if any had been released, and she said a few, possibly, if there were special circumstances but none for general admissions yet. Also asked about international: they always have a quota of how many visa students they accept (and there's a limited number of those they can accept, of course). So you can assume there will be a few international students accepted.

I am assuming a rejection because of the likelihood granted my stats/application. I meant to imply this by using assume rather than presume.
