Academic letters they can upload themselves so it's not a big deal to wait. Also, you can remind them a bit later given that you have internet.
But don't hesitate to send (useful) reminders when you think it's appropriate.

Yes, I am applying. The way it worked last year was that I submitted my application via ResearchNet, the Graduate Chair nominated me, and then it went through an internal departmental project. After that, it went to the Faculty of Graduate Studies and Research at the University and then they nominated for the national or rejected (I was rejected for this one, made it to the national competition for the Trudeau and then wait listed for the SSHRC). This year, I am focusing on the Vanier and SSHRC. While I loved the process of the Trudeau, it isn't for me (I have a child and can't do the amount of travel it requires.)
I had multiple people go through my application but sometimes its just the committee too and what is "hot" as a research topic that year. But I have had a friend who won the Vanier helped me and offered to help me again. Also, check out ANY and ALL workshops that the faculty of graduate studies holds. I didn't last year and I think I suffered for it. This year, I am going to both the writing workshop and they have a Vanier writing bootcamp that I am going to attend. I have been told that these can be crucial to learning how to frame your topic for a vast audience.
    Good Luck!

the number of nominations they can do for that specific agency over 3 years
for instance, if the floating quota is 2 for CIHR, they could nominate one person this year and one person next year, but then 0 person the following year

Most likely they are asking why you need the financial scholarship. How would the money benefit you? You could write the essay with that in mind and then build in your story of how your degree will help you to achieve what you want in the future. Hopefully this helps a bit. Best of luck!

They haven't gotten back to me and it's been a while I don't want to come off as being bothersome, but to hear that they've gotten back to some applicants within a day is very surprising to me.

Thanks. So @Adelaide9216 you would need to literally reject the regular SSHRC, not defer.

Awarded a Bombardier CGS with a score of 15.3/20. First time applying as an incoming doctoral student beginning in the fall of 2018. I have 1 publication (lead author), 6 conference presentations, 4 of which were international conferences. I Received a CGS-M in 2016 as a MSC student but as I have read that may have little impact on being awarded a CGS at the doctoral level. When I had originally applied I had no idea where or what doctoral program I would be attending and listed what at that time was my number 1. Is anyone familiar with the process by which I should be starting to activate or inform the school/program I will be starting at in the fall 2018?
And to all those waiting, it seems that everyone here is more than qualified to received one of these awards. I made it a priority to focus my application around the themes SSHRC had identified in 2017 as areas of interest and then relate them to my research interests. Everyone has other scholarships, we all have good grades, and solid letters of reference. The only thing I can think of is maybe trying to relate your "Program of Study" portion of the application back to that. Best of luck to everyone in their studies. PS is anyone taking a CGS of Doctoral Fellowship to Waterloo?

Wow - to be waitlisted for Vanier is such a huge accomplishment. I don't understand how you weren't at least waitlisted for a doctoral sshrc??!!

On a related note: I find that practice in poor taste. Emailing successful candidates ahead of time is poor decorum. Maybe that is just me, but doesn't feel right.
All final applicants should receive emails, regardless of the outcome. If anything, it is unsuccessful applicants that could benefit from some cheery words and encouragement.
Tldr: everyone should emails, or no one...just my 2cents
