Also, can you explain to me, - what is a post-doc? Is it a research position when I work with a professor and help this professor with their current work? How do I find post-doc positions? Is the process competitive? I am in social sciences so it is a must for me if I want to get a good job in academia, right?

And what about funding in Texas-Austin? At first I was considering them because they have a professor I would really love to work with but then I found out that their stipend is too low for me to live there... I wonder if something has changed, or perhaps I was misinformed by their grad coordinator?
No, it is not okay, professors may find that annoying. They may not like the fact that you did not contact them before you submitted your app but doing it now... It may also look as if you are really depserate.
Hang on! I am sure it's just because you are a Fullbrighter so they have some special way/time to review your app - but I am sure you will be fine! It must mean a lot to these schools that you have won a cool award!!
