I would recommend getting an MA in philosophy first. Philosophy PhD admissions are absurdly competitive, much more so than other fields (and other fields are already competitive). Even if you could get into a program with just your bachelors, you'll likely get better offers if you apply in a couple years after doing some graduate work first.
The admin you spoke to definitely confused the SoP with the WS. The SoP is almost always under two pages.

It's fine. Don't worry about it.
Don't ask this other guy for a letter. He sounds vindictive, controlling, and petty, and I would worry about any letter he wrote, including one he characterized as 'strong'.

At several schools you can add a 4th letter writer, so if you think that this difficult professor's letter won't make you worse off you can always pop them on for those schools only.
Congrats on an R&R! That should speak really well for your sample.
Like Dreams said, you should probably reconsider the schools you're applying to if you don't think you'll accept an offer from them if you had no other. But I don't think you should spend a lot of time researching them if you're applying to 10+ - it's a good way to piss away a lot of time, better to look more seriously at them when you do have an offer. It's not much work for a prof to upload their letter to one more school, but it does cost you a fair chunk of change.

Philosophy is so broad, no one is an expert in everything. From what I've gathered it's very common to get completely lost in some areas while perfectly competent in others. People also like to talk more about what they feel confident at, so you hear less about where they struggle.

I wouldn't read too much into the letters' wordings. Most of them are generic and are not tailored to specific applicants. If you are really interested in seeking feedback for your application, you can try emailing the department to ask for one. I am not hopeful that they will provide useful feedback though. A remarkable exception is when Alexander Guerrero (Rutgers' Director of Graduate Admissions) personally provided quite comprehensive feedback for rejected applicants.) This was quite a massive effort as he sent out 103 such feedbacks! I doubt most programs will put nearly as much effort into providing feedback as Guerrero did. But hey, who knows, there might be more Guerreros out there, so perhaps worth a shot!

Figured I'd get this yearly thread started since results are starting to trickle in.
Last year I applied to 14 schools but didn't get in anywhere.
This year I've applied to 25 schools, so we'll see how it goes.
So far I got into Ohio State

Loyola Chicago, Northwestern, Emory, and UC Berkeley have all failed to observe my brilliance, nor have they acknowledged the profundity of my philosophical interventions. I told my Mother today and she assured me that our esteemed family will be boycotting these institutions hereto forth. I will pursue my mistress Sophia at whatever doctoral program shall have me, and they will be better for it.

An update:
Just got an offer from Florida State this afternoon. Three rejections from Northwestern, Chicago, and Wisconsin-Madison, respectively.
I'm stunned that I wasn't shut out. Very excited that I'll have a choice between Baylor and FSU. Hoping for more!

Can confirm that Johns Hopkins interview was not just a formality either - I got that rejection from them right before University Of Wisconsin-Madison waitlist.
