My application never received the "2nd Round DoD Review Panel Update" so tomorrow is really going to rip off my band aid of denial for these fellowship results

I haven’t heard anything or seen my application change. 

I don’t think there was any indication of when we might hear. The fellowship is also managed by a new company so we can’t expect things to be consistent with past years. 
But generally, it does seem that most fellowship programs release results in the morning…

Also thinking it’s pretty likely that those who got offers this morning just don’t care about grad cafe and now we’re just all sitting here refreshing when they could’ve gone out this morning lol

In the past people have been generous about sharing when they hear results, so I think that’s unlikely.

Who knows, maybe they'll send it out close to 5PM Eastern? the "DOD 2nd round reviews" update was 1/31 4:54PM for me. But again, this is all super arbitrary and they could send it out at 3:14 PM for all we know.
