Oh no...so sorry to hear this. I'll keep my eyes and ears peeled as I continue to scour profellow.com etc. for opportunities. I think you can respond to Fulbright and request more funds. That's worth a try, right?
edit: Assuming you didn't apply at-large, would your home institution potentially help with costs? Again, I think it's worth asking. Lord knows we don't get anything we don't ask for in research universities.

I'm not waiting on Turkey, but I lived in Kadikoy, Istanbul this past summer and it was such a wonderful experience. The Turks have an exceptional sense of hospitality and, the food, omg! Sending you positive energy for your award.

I think they're holding out Ireland until Friday so whoever wins gets the luck of the Irish (rightfully so) and the rest of us will scorn Saint Patrick's day for the rest of our lives...or until we reapply next year

It seems quite likely you could hear today. I wouldn't be able to hold off on opening the email.
If Ireland comes in on Friday, as they have in the past, I've asked my advisor (who I'm very close to) to confiscate my phone as we'll be in a group critique of my thesis exhibition. -
