To get most types of visas you explicitly CANNOT want to immigrate. By definition you're in the US as a temporary guest to do a specific thing (education, tourism, visiting a family member etc.) and are not here to stay. International students aren't immigrants, but their visas are still issued through the customs/immigrations department. The US has currently frozen the issuing of visas so foreign students are definitely not going to be allowed to enter the US (since they can't get their visas) until this issue is resolved. Most AdComms are not following the news on immigration that closely. 2) The immigration tweet and subsequent clarifications affect applications for residency and citizenship, not temporary visas. 3) However, as @joysii mentioned, international students cannot have visa issued because centers are closed worldwide. Which has nothing to do with Trump's announcement on immigration halt. The user I was replying to thought this "immigration halt" would have to be lifted for international students to come to school, showing that they probably didn't know what the word immigrant means in legal contexts.
