I think I might had just applied to a field that didn't had any project/funding, which is why the application got ghosted entirely as the subject matter experts probably didn't even review it. The person who runs the program is an insect geneticist and I was really hoping my application was going to make it to her for review. oh well. I don't think whether or not your BAA has any "projects" matter. I had accidentally reached out to the person in charge of the program I applied to and they liked my weird wacky niche proposal and indicated it could win funding, unfortunately the subject matter panel didn't feel the same way.
