This is a great explanation, heard this from a few different people and its pretty logical so at this point I think its fact LOL. This is the case for external funding anywhere, schools always like it if you're less of a burden and show potential of bringing in $$$ from external sources because thats something you'll have to do throughout your PhD basically (and entire career if you want to do research) -

Got an email from Queen's saying my GRE score wasn't submitted and that I have to submit before tomorrow. I was like ?????? uhhh pretty sure i submitted an unofficial AND official report so i just reattached my score report. It means that app review is happening soon tho LOLOL! Get excited -

I did, a POI wanted my materials via email to review in advance, but he reached out in December after initial contact in October. I sent the email to everyone I had prior contact with right after I submitted, two were positive, one didn't reply and one told me he'd review all materials given they met cutoffs. I gauged this following my initial contact, most of which was in the summer so I thought it'd make sense to offer a reminder. Also, whoever were more chatty were also nicer on follow-ups and people who really didn't give much more than a "yes im accepting, looking forward to your app blahblah" are those that probably aren't worth contacting as they'll initiate contact with you if they're interested. Just my experience, small sample size, poor external validity ;--) -

I've heard this is the case for many schools with admissions panels; if the committee doesn't like you, it doesn't matter how much your POI advocates on your behalf. Its so annoying, because you're applying to work with a single person meanwhile the whole department has to vet you, and they might not even know the significance of your work relative to your POI's line of research. This is likely to be my fate as well, thanks for sharing your experiences. It makes rejection all that much easier knowing what talented candidates have been cut over something as *seemingly* arbitrary as a test score. /sigh

Oddly enough, we submitted around the same day but mine got to schools at Nov 30th...weird ETS. Anyone else jealous at the fast pace of the American schools? LOL I need a christmas miracle for these interview offers maaaan LOL -
Tbh spare your time and money and just apply again next year when you'll be more prepared and put together. But if you manage to whip up an app without even knowing who is/isnt/maybe accepting students then you're a GOD LOL

Two I reached out to didn't even know if they could accept students, not sure about others. Read the other posts on Harvard here, it seems their department makes some complex, behind the scenes decisions about who can admit a student AFTER apps come in. Eeeeeeeh It probably looks bad to reach out this late, maybe call the department to ask if they know who's recruiting? If they don't then send out the emails!

Prof tends to submit reference letter last minute, what to do?

Heres my understanding, tl;dr the answer's No. UBC probably review materials as they come in, so they're likely assessing everything else in the application and basically the letters are the final piece thats needed--but not required--to assess the app. That or nothing is looked at until after the 15th, but that sounds less likely given interviews are in February. Neither scenario disadvantages you, the deadline's there for a reason so I don't think you'd be punished for following rules. -
