    It's usually just a formality. But a formality doesn't mean that the grad school never overrides the department. Generally, this would only happen if the department wants to admit a student that doesn't meet the University standard/minimum for grad admissions. These minimums are generally quite low compared to how competitive the PhD programs actually are, so the chances of it happening are quite low, although sometimes the dept will want to admit an exceptional student that doesn't meet one or more criteria. Then, it will be up to the department to lobby the school to make an exception. 
    Anyways, what you received is basically an actual acceptance, so congratulations! Just don't make concrete plans until you have signed the official offer letter from the University though (using "signed" in the general sense, since nowadays this might just be an online form).

    I am about to write an email declining a top university Fellowship with a 31k stipend with a super nice professor that had aggressively recruiting me. I might die inside a bit but I made a decision to go elsewhere. Definitely not an easy task.

    I unexpectedly got accepted to the University of Nevada, Reno! They told me application decisions would be given out in late-April, two weeks after the program's deadline. I got an email this afternoon informing me of my acceptance and being considered for funding. I'm still in shock.

    Generally, the rule of thumb is if you have some other deadline to meet or if this information is the only thing preventing you from making your final decision, then it's a good idea to inquire.
    It sounds like you have some offers to decide between plus you have this unknown school. So here's my suggestion: Spend the next few days to 1 week to consider the offers you already have in hand. If you only had those offers, where would you go? Make that decision in your mind. If there are any schools you will for sure not go to, decline those offers now (you don't have to hear back from every school before you can start sending declines). You can probably decline all but your top 2 choices at this point.
    Then when you are basically ready to accept your current top choice, that would be a good time to ping the last school and find out where you stand. If you find out you're going to be rejected then you can accept that top choice and decline the 2nd choice. If you are still in the running, think about whether you even want to go to that school any more or if the offer you have in hand is more interesting to you. If you prefer the offer you have, then withdraw your application. Otherwise, wait. 
    It might be the case that while you take the time to decide between the offers you have in hand, you'll find out the result of this last school too.

    @PsychedSloth You're welcome! Hmmm if your top choice program does interview then maybe it would be a bit odd to be accepted, but I have also heard of schools only interviewing some applicants that end up being accepted and not all. However, if you have a professor who has basically agreed to take you on in their lab previously (if that is something that is done in Psychology?), formal interviews may not be necessary for acceptance. I hope it turns out well for you!

    I would think a lot of Master's programs don't really do formal interviews as a part of the admissions process based off my experience. My partner (English) and I (Biology) did not interview formally for our acceptances into our master's programs. I did however have to find an advisor who wanted to take me on in their lab.

    I can relate to this! I was accepted to an unfunded Master of Health Studies program, but I feel like I could get a future employer to pay for it or hold out and get a research assistant job before trying another round of applications. I see the pros and cons of both sides.

I was lookin kinda dumb with my application done and the night I hit myself in the fore-head, cuz My scores were nowhere near good enough for this school. rip, I so badly wanted to go here. Didn't oficially get rejected but at this point I have given up hope.

    So this is my application status: Your file has been forwarded to the department for an admission recommendation. It has been like this for a couple of months now. I don't know if this is good or bad because I turned in the application two weeks before the deadline and within 5 days, the application status changed from "complete" to "University evaluating file for preliminary eligibility" to what I have written above. Should I be excited or nervous?
