It makes me feel warm inside, but I'm not sure how to feel about it.

I heard from a grad student that they are in the process of installing a new dept. chair, and it is possible that is a reason for delay. I hope we hear from them soon!! That wound make sense except that the deadline hasn't been pushed back in recent years AFAIK, yet the prediction was Feb 27th.

We haven't made a final decision about your application. We have made a first round of offers, and we don't know yet whether they'll be accepted. We don't have a waitlist or a numerical ranking of the applicants to whom we haven't made offers at this stage." It went on into more personal detail which I safely assume translates to a rejection (based on the phrasing).

Based on this alone, I think this is similar to the situation I am in with Irvine LPS: you are not rejected, but they *might* come up with a wait-list if enough people turn down the first round of offers, so this is some sort of possible wait-list status? But perhaps the phrasing for the remaining parts of your email confirms this more as a rejection than a possible wait-list...

Had I known it was so limited I might not have applied, but still feels nice to have been accepted.

They haven't even been able to look at apps yet, but they're going to start this week.
