As someone who completed the program, I have found the faculty to be incredibly helpful and friendly.  The program is what you make of it, and you can definitely interact with the Philosophy department if that's what you would like to do.  Personally, the Bioethics faculty supported me through the application cycle and helped me get into several programs this application season, so I wouldn't knock it down so quickly.

I am happy to hear that. Coming from an unheralded state school myself I was hoping you would get in off that waiting list.
